Structural Steel NDT: Building a Traceable Inspection Plan

Structural steel non-destructive testing is not a final paperwork exercise. It is a controlled process that begins with weld classification and inspection planning, continues through qualified welding and examination, and ends with records that can be traced to the correct component and weld.

For overseas owners, EPC contractors and steel buyers, a report marked “accepted” is not enough. The useful questions are which weld was examined, why that method and extent were selected, which acceptance criteria applied, whether the examiner was qualified, and whether the report can be linked to the drawing revision and shipment.

Define the governing inspection basis before fabrication

The inspection plan must start with the contract, approved drawings and governing standard. Chinese, European and American systems organize weld quality, execution classes, inspection extent and acceptance criteria differently. Their percentages and quality levels should not be converted by assumption.

The project team should confirm:

  • the applicable fabrication and welding standard;
  • weld categories, quality levels or execution class;
  • inspection methods and extent for each weld group;
  • acceptance criteria and applicable standard editions;
  • who appoints and approves the inspection body;
  • personnel qualification and equipment calibration requirements;
  • hold, witness and review points;
  • the format and language of the final dossier.

Under China’s GB 50205-2020 framework, inspection requirements are linked to the design and weld quality classification. For an export project, however, the contractual code and engineer-approved inspection plan govern. A domestic report cannot automatically be treated as equivalent to an EN or AWS project record.

Build the inspection matrix around weld groups

A practical inspection matrix groups welds by joint type, material, thickness, welding process, position, stress condition and production location. It then assigns visual examination, supplementary NDT, acceptance criteria and sampling rules.

Matrix field Purpose
Component and weld ID Links the examination to drawings, material and shipment
Joint and weld type Supports method selection and coverage planning
WPS and welder or operator Confirms qualified production conditions
Examination method and extent Defines what is checked and how sampling is calculated
Acceptance standard and level Prevents the method standard from being confused with acceptance criteria
Inspection stage Places examination before coating, packing or inaccessible assembly
Report and indication references Creates an auditable evidence chain

Select the method for the expected discontinuity

No NDT method detects every discontinuity under every geometry. Method selection should consider material, thickness, joint configuration, expected flaw orientation, access, surface condition and required sensitivity.

  • Visual testing (VT) is the foundation for weld profile, visible surface condition, dimensions and workmanship. It does not replace internal examination.
  • Ultrasonic testing (UT) is widely used for internal examination of suitable ferritic welded joints, but coverage and interpretation depend on geometry, thickness, probe selection and surface access.
  • Radiographic testing (RT) provides a permanent image and can be effective for volumetric discontinuities, but safety controls, access and flaw orientation must be considered.
  • Magnetic particle testing (MT) identifies surface and near-surface discontinuities in ferromagnetic materials.
  • Liquid penetrant testing (PT) identifies surface-breaking discontinuities in suitable non-porous materials.
  • PAUT and TOFD can provide encoded data and advanced characterization where the procedure, calibration, geometry and acceptance basis are approved.

The newest equipment does not compensate for an unsuitable technique. A written procedure or technique sheet should define probes, scanning surfaces, calibration blocks, sensitivity, coverage and recording rules.

Place inspection inside the production route

NDT should be scheduled at the stage where the weld is accessible and corrective work can be completed without reversing later operations. Internal examination is generally planned after the required cooling or delay period and before blasting, coating or assembly blocks access.

There is no universal waiting period for every steel and weld. The applicable code, material category, thickness, heat treatment and project specification determine when examination may begin. The ITP should state this clearly instead of relying on a general shop rule.

Where sampling reveals a rejectable indication, the extension of examination must follow the governing standard and approved procedure. The team should not invent a local rule or conceal expanded inspection as routine sampling.

Keep repair records connected to the original weld

A repair changes the weld history and may affect schedule, coating and dimensional control. The repair workflow should identify the discontinuity, approved excavation method, repair WPS, responsible welder, re-examination method and final disposition.

The repaired area should remain linked to the original weld number and report. Repeated repairs require engineering review where specified. A clean final report without the repair history does not provide a complete quality record.

Verify personnel, procedure and equipment

Examiner certification must cover the relevant method, level and industrial sector required by the contract. Certification systems such as ISO 9712-based schemes, employer-based programmes and national systems have different scopes and responsibilities. Buyers should check the actual certificate, authorization and expiry rather than relying on a job title.

Equipment identification, calibration status, reference blocks and consumables should also be recorded. For advanced ultrasonic methods, data files, software version, scan plan and analysis responsibility may form part of the deliverable.

Make every report traceable to the product

An effective report includes the project, component, weld, drawing revision, method, procedure, equipment, examiner, examination date, coverage, acceptance criteria, results and disposition. Supporting weld maps and indication records should use the same identifiers.

Buyers can test the system by selecting one shipped component and asking the supplier to retrieve:

  1. the approved drawing and component number;
  2. material certificate and heat traceability;
  3. WPS and welder qualification;
  4. weld map and NDT report;
  5. repair or nonconformance records, if any;
  6. final release and packing reference.

Use meaningful quality indicators

First-pass acceptance can help a factory identify recurring problems, but it must be calculated with a consistent boundary. Comparing projects with different weld types, standards or inspection extents can be misleading. The more useful analysis separates causes such as fit-up, consumable control, WPS application, access, workmanship and inspection technique.

Published market prices for UT, RT or advanced methods should not be used as universal project allowances. NDT cost depends on method, location, access, safety controls, documentation, inspector mobilization and the consequences of repair. Early planning usually saves more than negotiating the unit price after fabrication.

A buyer’s NDT document checklist

Document Review point
Inspection matrix and ITP Weld groups, extent, methods, hold points and responsibilities
NDT procedures Technique, calibration, coverage and reporting requirements
Personnel certificates Method, level, sector, authorization and validity
Weld maps Consistent IDs linked to drawings and components
Reports and data files Acceptance basis, results, signatures and traceability
Repair records Original indication, repair approval and re-examination

Inspection evidence must be reproducible

The value of NDT is not the stamp on a report. It is the ability of a qualified third party to understand what was examined, reproduce the decision basis and link the result to the delivered steel.
