On 8 July 2022, Zhonghengfeng New Energy Steel Structure (Inner Mongolia) Co., Ltd. published its first public-participation notice for a proposed steel structure manufacturing project in Baotou. Proposed manufacturing project in Baotou

The proposed project was described as an annual 20,000-tonne facility for photovoltaic, wind-power and prefabricated steel structures. Its stated location was No. 8 Guangyao Road in the electromechanical industrial park of Baotou’s Rare Earth High-Tech Industrial Development Zone, Inner Mongolia, China.

The notice described a land area of 53,100 square metres, approximately 79.65 mu, and a total building area of 30,152 square metres. Planned construction included production workshops, a research and development centre, and supporting facilities. These figures describe the proposal published at that time, not verified as-built dimensions or achieved output.

Environmental assessment and public participation

The project owner was identified as Zhonghengfeng New Energy Steel Structure (Inner Mongolia) Co., Ltd. The appointed environmental assessment report preparer was Zhongye Northwest Engineering Technology Co., Ltd.

The notice sought opinions and suggestions specifically about the project’s environmental impact during preparation of the draft assessment report. It distinguished that consultation from unrelated matters such as land acquisition, property and employment claims. It described telephone, email, fax and postal channels for submissions and stated that personal information supplied by participants would be used for the environmental assessment consultation, subject to the limitations stated in the original notice.

Scope of this historical record

The source is an initial public-participation notice, not an environmental approval, a completion certificate or evidence that the proposed capacity was subsequently commissioned. The Chinese project notice concerns a domestic manufacturing facility; it does not establish an overseas EPC or installation-contracting service.
